These frequently asked questions (FAQs) have been produced by AECOM to help answer your questions about the independent review of the Clevedon Seafront and Hill Road scheme.

Independent review process

What is AECOM’s role in the independent review of the Clevedon Public Realm Improvement scheme? How will the review be conducted?

Our (AECOM's) role is to assess the background information from the council and residents, undertake our own research with the local community, assess the scheme technically and provide costed recommendations to the council on the way forward. The full scope is available in this document on the North Somerset Council website.

Hasn't AECOM been involved in previous work with North Somerset Council, such as the Pier to Pier Project and Transport Assessment?

AECOM were not involved in the Pier-to-Pier project but were involved in a strategic overview of transportation in North Somerset to support the local plan, available on North Somerset Council's website. However, the team undertaking the independent review were not involved in this piece of work.

Our role for this scheme is to assess the background information from the council and residents, undertake our own research with the local community, assess the scheme technically, and provide cost-effective recommendations to the council on the way forward. The postcards shared by the council at the meeting were biased towards the new layout.

The postcards were prepared by officers at North Somerset Council and how they have been construed was unintentional. AECOM was not involved in their production. 

How will you take my opinions into account?

The questionnaire will be used to produce measurable results which we can assess to drill down where changes are required. However, we will be using other consultation methods to explore detailed issues that need special consideration. For instance, people with mobility issues who may not be able to access parts of the scheme.

Will the review investigate the concerns of local businesses?

Yes, they can contact us in the same way residents can. We will also be visiting some local business during August to listen to their views one-to-one, or they can come and see us at the drop-in session on 6 September at the Clevedon Community Hall between 11am and 8pm.

Will the review investigate concerns about public safety? 

Yes, we will also have the results of the stage 3 safety audit made available to us. Having been present at the two public meetings gives us some very good background on the issues that the public wish us to investigate.

What is the timescale for introducing any proposed recommendations?

We are currently writing our response to this question and will publish it once ready.

I have written in previously. Will AECOM see my correspondence?

The slips completed at the two public meetings held in July and August have been collated and shared with us. However, the best way to ensure your views are formally considered as part of the independent review process is to complete the questionnaire as part of the consultation. 

Will the final report with recommendations be made public?

We are currently writing our response to this question and will publish once ready.

Will the review consult people with invisible disabilities?

Yes, and we will be having a dedicated focus group to discuss issues affecting this group of people.

Will the review consult people with mobility difficulties?

Yes, and we will be having a dedicated focus group to discuss issues affecting this group of people.

Consultation

When is the consultation taking place?        

The public consultation is taking place between 10am on Monday 14 August and 11.59pm on Monday 25 September 2023. 

How can I respond and share my views?      

During the consultation, you can share your views on the scheme by completing our questionnaire. 

The questionnaire is available:

  • online
  • to collect from Clevedon Library (37 Old Church Rd, Clevedon, BS21 6NN) during opening hours
  • on request by emailing clevedonreview@aecom.com 

Paper copies can be returned to the deposit box in the library or posted to: Clevedon Independent Review, AECOM, Portwall Place, Portwall Lane, Bristol, BS1 6NA.

Will there be events as part of the consultation?    

Ahead of the start of the consultation, the Council held two public meetings to kickstart community involvement.

As part of the consultation period, a public drop-in event is taking place on Wednesday 6 September from 11am to 8pm at Clevedon Community Hall (2 Princes Rd, Clevedon BS21 7SZ). We will be available to discuss the independent review process and questionnaires will be available to complete. 

I cannot attend the drop-in event. How can I speak to the review team? 

We will be holding a limited number of virtual meetings in the week commencing 4 September. We will provide further details on how these can be booked nearer to the event. 

How will you include the views of groups who may not attend public meetings in great numbers?

We are seeking views via the questionnaire, based on people's experience of the scheme. Therefore, it is not necessary to attend an event or meeting to take part.

We are also planning to hold focus groups with young people and access groups to gather their views as part of the consultation. At the start of the consultation, we also contacted a range of stakeholders and requested that the consultation is widely promoted to reach as many people as possible. 

Will the questionnaire be available in alternative formats. For example, different languages or in large print?  

Requests for alternative formats will be considered on a case-by-case basis. Please email clevedonreview@aecom.com or call the council's customer service number on 01934 888 888 to discuss your requirements.

I do not have an email address. How can I get involved?

You can collect a questionnaire from Clevedon Library and return it to the deposit box before the closing date. You can also return it via post to the AECOM team at the address above (please see ‘How can I respond and share my views?’)

We are also holding a drop-in event on Wednesday 6 September between 11am and 8pm, where you can speak to the AECOM team and complete a questionnaire (please see ‘Will there be events as part of the consultation?’)

You can also call the council’s customer services number on 01934 888 888 and they will be able to pass your details on to AECOM, who will then be in touch.

Have the public had any input into the questions to ensure impartiality?    

The questionnaire has been drafted by our Stakeholder Engagement and Consultation team and has been carefully selected to avoid leading questions so we remain impartial. The questionnaire is available to complete online.

There is no way of stopping people from submitting multiple responses to the questionnaire. How will you address this?      

We have deliberately not asked for people's names or addresses for the completion of the questionnaire to preserve anonymity. This means that it is technically possible for people to submit more than one survey response.

However, this consultation is not a referendum on the future of the scheme, but an exercise to support the independent review process. This questionnaire is just one of the forms in which we are carrying out this engagement.

We will be checking for any data irregularities in responses. On that basis we think this is a fair approach.

Technical questions

I have noticed cameras installed along The Beach. What are these for?

The Engineering Team at North Somerset Council has erected these in response to a request from the company undertaking the Safety Audit. They will be discussing their observations with us.

How have you addressed the lack of parking spaces on Hill Road?            

On-street parking spaces are still available on Hill Road and are still free of charge. The introduction of new informal pedestrian crossing points and parklets (outdoor seating for businesses) has meant a slight reduction in parking on Hill Road itself. To address this we have introduced new parking spaces at Marine Hill, Hill Road (near Herbert Road) and Elton Road near Sixways - all of which are a short distance away. The area as a whole (including the Beach) now has more on-street parking spaces than before.

Has a stage 3 safety audit been undertaken and will the results be made public?

The stage 3 safety audit is currently being finalised and the results will be published on this website in due course.

Will the review also look at the parklets?

Yes, we are including a review of the parklets and the questionnaire is looking for views on this matter.

How is this scheme related to the North Somerset Council Active Travel Strategy?            

The North Somerset Active Travel Strategy highlights our ambition to make active travel the natural choice for short journeys and a part of longer ones reflects this key ambition set out in the Government's Cycling & Walking Investment Strategy.

The strategy aims to achieve a number of benefits locally including:

•    reduce carbon emissions and improve air quality 
•    support the local economy  
•    help grow more 20mph areas within our communities
•    safe and often active travel to improve public health 

The strategy’s key target is to increase walking and cycling trips by 300% by 2030. 

The Active Travel Strategy 2020-20230 was adopted on 19 July 2021. The Clevedon Seafront and Hill Road project is showcased within the Active Travel Strategy with the objective for the scheme to drive local economic development.

The Active Travel Strategy describes the council's aim to create the North Somerset Coastal Towns Cycle Route. When completed, this route will link the Somerset and North Somerset Coast with Bristol via our three coastal towns of Weston-super-Mare, Clevedon and Portishead. This includes the soon to open Pier to Pier Way route, of which the Clevedon scheme is a part.

How will you improve the one-way system, which poses safety issues when some people are not aware of it on some of the roads?

We will look at the one-way system as part of the review. A stage 3 (post construction) safety audit has also been undertaken which will look at signage and so on in detail. 

How will you improve the mini roundabout at the northern end of The Beach with Alexandra Road and Marine Parade to reduce collision risk there?

How can you address the problem of parked cars on pedestrian crossings along The Beach?

The Parking Enforcement Team is currently looking into this issue at North Somerset Council. If further information becomes available, this question will be updated.

Parking on Alexandra Road near the mini roundabout obstructs visibility and increases collision risk at the junction. Will this be improved?      

Yes, we will look at the parking on Alexandra Road as part of the review. A stage 3 (post construction) safety audit has also been undertaken which will look at signage and so on in detail.

Funding

Is there enough budget to fund any recommendations from AECOM?

There is a small amount of funding remaining from the total budget allocation, but until the review has concluded and recommendations have been received it is not possible to confirm if this would be sufficient to fund implementation. An executive decision would need to be made as to whether any further budget is allocated to the scheme and a decision made about whether to deprioritise other schemes as a result.
