Clevedon review additional documents

As part of the Clevedon Seafront and Hill Road Review, AECOM will be reviewing the following audits:

  • Independent Road Safety Review – carried out by Avon Traffic & Safety Service
  • Internal Audit – review of processes including financial management, engagement and decision making
  • Active Travel England Review carried out by the Active Travel England, Department for Transport
  • Review of parking behaviours

Audit West internal audit

We requested that the Internal Audit Service (Audit West) complete an independent review of the Clevedon Seafront/Hill Road scheme.

The report was presented to the Council’s Executive Committee on 6 September 2023. This was to provide transparency and assurance that

  • we compile a list of lessons learned for the review
  • these lessons will be added to future changes to the scheme

The report recommends that we allow time for the scheme to bed in. It also suggested that we undertake technical reviews before we consider any retrospective changes to the scheme.

How we will use the report

The findings of the report will be developed into a detailed action plan. This will be monitored on a quarterly basis by the Executive member for Highways and Transport. 

The report does not make conclusions on the other aspects of the scheme review. 

These are:

  • Active Travel England compliance inspection
  • AECOM's Independent review of the changes made to Hill Road and The Beach
  • The Stage-Three Post-Implementation Safety Audit 

Road safety audit

The Road Safety Audit involves checking any possible road safety issues that might result from road improvements or new roads. 

This is a specialist process carried out by qualified highway professionals. It takes place separately from design and construction work. The aim is to lower the risk of accidents once traffic schemes are in use. 

The audit considers all road users, including vulnerable users such as pedestrians and cyclists. If any potential road safety problems are found, the audit will make recommendations for improvement.

The recommendations are then reviewed by the design team and the council, who will decide whether changes should be made to the scheme. 

They may also decide that the potential road safety issues are acceptable when balanced against other design factors.

AECOM's review of the road safety audit is one part of the review process.

 The Head of highway technical services has evaluated the immediate risks and no action is being taken from this report at this stage. 

Changes will be pending the findings of the full review.

Active Travel England inspection report

The government's strategy and vision is for half of all journeys in towns and cities to be walked and cycled by 2030. Active Travel England (ATE) leads the delivery of this. They hold the active travel budget which is used on new infrastructure and behaviour change initiatives.  

ATE inspect new active travel infrastructure to make sure schemes meet relevant standards. They can ask for funds to be returned for any schemes which:

  • have not been completed as promised
  • not started within the agreed timeframe
  • not finished within the agreed timeframe

ATE conducted a site inspection of the completed Clevedon Seafront and Hill Road active travel improvements on 16 June 2023. The pilot inspection report was submitted to North Somerset Council on 13 October 2023. It provides a summary of the inspection outcomes, a policy check, and identifies any critical issued to be addressed.

Once we have received the outcome of AECOM's independent review, we can finalise the response to the ATE on the issues identified in their inspection.
