North Somerset library service transformation consultation 2025

North Somerset’s library service is at the heart of communities. It brings people together, supports learning, provides access to information, and opens doors to opportunity.

The way people use libraries has changed. As councils across the country face tough financial times, we need to make sure library services thrive for years to come.

That’s why the council is launching a 12-week public consultation. We are asking residents for their views on the future of local libraries.

It will ask for your ideas and feedback on how we can:

  • improve community outreach so more people can access services
  • adjust opening hours to better match demand
  • provide strong services with fewer buildings.

We want to reassure residents that we remain fully committed to providing a quality library service. This service will continue to meet our statutory responsibilities and be fair, accessible and future-proof.

North Somerset’s libraries are well-loved, but they also need to adapt. With rising costs and reduced national funding, the council must save £44 million over the next two years. This includes £433,000 from the library service starting in 2026.

North Somerset Council want to make changes with communities, not to them.

Our current service

Currently our services are delivered from:

  • ten local libraries
  • one community-run library in Congresbury
  • a mobile library visiting 27 areas.

We also offer:

  • a home delivery service for people who can’t visit in person
  • services for care homes
  • and a 24/7 digital library where users can access eBooks, eAudiobooks, eNewspapers, and more.

How your views will be used

Following the consultation, all feedback will be reviewed before final decisions are made by councillors. 

No final decisions will be made until we’ve heard from our communities and residents. 

We will publish a report outlining what we heard and how it shaped the final library service model.​

A full report with recommendations based on community feedback is expected to go to Cabinet and Full Council in February 2026. This will accompany an updated Equality Impact Assessment to ensure any changes are as fair as possible.
