In this masterplan, BAL consider it will be necessary to increase passenger numbers from the current limit of 12 million passengers per annum (mppa) to 15 million.
This increase will come with associated infrastructure changes. This includes:
- an extended apron
- additional runways and taxiways
- a new terminal building
- additional public and staff car parking
- expansion of the car rental facility
- new operational buildings
- a new fuel farm.
Planning permission and Environmental Impact Assessment (EIA)
BAL will need to obtain planning permission from us to expand the airport as set out in the masterplan. BAL submitted an Environmental Impact Assessment (EIA) Scoping Opinion to us in November 2024.
An EIA identifies any likely significant environmental effects from a proposed development. It will outline any measures needed to mitigate any significant adverse effects.
A Scoping Opinion is a formal request made by the applicant (BAL) to us before a planning application is made. It asks for our opinion on what an EIA needs to cover.
For example:
- effects on transport
- bio-diversity or;
- noise and air quality.
A Scoping Opinion will help BAL make an assessment on how to identify any significant effects and write the EIA. It will also advise on other documents that need to be submitted with the planning application.
