Roath Road parking permit scheme

On this page, you can find details about parking permits on Roath Road in Portishead. 

Residents can buy permits using the blue button above. Please have your council tax reference, vehicle registration number and credit or debit card to hand when purchasing a permit.

Definitions

We want to make sure it is clear what we mean when we use certain words and phrases:

Household

Members of a single family, living together at a single address. This does not include businesses.

Off-street parking

Defined in accordance with our Parking Standards SPD to be 'any exterior space accessible from the highway of at least 2.4m in width and 4.8m in length'. Garages - of any dimension - are not included in this definition of off-street parking.

Resident

A member of a household within the scheme area that holds a provisional or full driving licence.

Scheme area

Those streets listed in section 6.

Use

Resident permits enable holders to park for unrestricted periods and without additional charge in Roath Road car park.

Permits are not permitted for use in:

  • disabled bays without displaying a valid blue badge
  • service bays
  • non marked bays
  • hatched marking areas

Permits and costs

  • the number of permits available for purchase will be established by household not resident and subject to further conditions in the terms and conditions section on this page
  • all permits will be 'virtual' (electronic) - allocated to vehicle registrations on the council's database, removing the need for permits to be displayed on each vehicle
  • the cost of a permit shall be £60 per annum
  • a maximum of 30 resident permits will be available at one time within the car park
  • permits may be bought at any time when available and will run from the date of purchase

General terms and conditions

  • each permit will be allocated to one vehicle registration number at a time
  • the active permit must be showing the vehicle registration number that is parked within the car park
  • households with off-Street parking are not eligible for permits
  • for vehicles to be eligible to park within the car park, they must not:
    • be designed for more than eight passengers (not counting the driver) or;
    • be a commercial vehicle with a maximum laden weight above three and a half tonnes
    • motorhome/campervan
  • residents with company vehicles and lease vehicles shall provide to Parking Services on request proof from their company/agent that supports the requirement for the vehicle to be parked at their address. Failure to supply may result in permit being cancelled without refund
  • any permit issued by the council is in respect of the vehicle registration number and the residential address. Parking Services must be notified if any of the following applies:
    • the applicant ceases to reside at the address to which the permit is issued;
    • the applicant no longer keeps a vehicle registered for a permit (the applicant is responsible for keeping the correct vehicle registration on the virtual permit and will be required to surrender this permit)
  • new residents shall apply for a new permit and existing permits cannot be passed or transferred. A new householder shall purchase a new full year allocation commencing from the date of purchase
  • permits remain the property of North Somerset Council and can be revoked at its absolute discretion
  • there is a limit of one permit per household. Council tax records will be used for proof of residency
  • addresses in which residents do not comprise a single household shall be entitled to an allocation per household
  • a copy of a V5C document and valid driving licence will be requested upon purchasing a permit which must show that the vehicle is registered at the eligible address
  • A maximum of three vehicle registration numbers can be setup on the account at any one time - a valid V5C must be provided for each registration at the time of purchase of the permit
  • if the V5C or driving licence does not match the eligible address then further evidence may be requested or the permit request may be rejected
  • registration number can be changed but a copy of a new V5C must be provided through the virtual permit system to be reviewed
  • permits are for use by residents only
  • permits do not guarantee a space
  • refunds shall be given on application based on the whole months remaining on the permit at the date surrendered
  • all vehicles must remain in a roadworthy condition including having a valid tax and MOT
  • permits are not valid for motorcycles. Motorcycles can park free in marked M/C bay (outside of marked bay, valid parking stay must be purchased)

You may apply for a permit only if your street is listed below:

  • Roath Road

Hours of operation

  • the car park will operate 24 hours a day, seven days per week with no time limit
  • resident permits will give exemption from pay and display charges in line with the hours of operation for pay and display

Disability access

  • blue badge holders can park in disabled bays with a valid badge whilst the permit is on display

Future review

  • pay and display tariffs, permits and times may be reviewed and adjusted to balance the demands from different users

Closures and occupation

  • the council has a right to close the car park at any time or suspend bays within the car park. If you wish to occupy the car park for work purposes, please contact parkingservices@n-somerset.gov.uk

When purchasing a permit, you must read and agree with the terms and conditions set out on the virtual permit system. If you do not, the permit will not be issued.
